Is it possible to become a permanent resident in Canada with No/Low language test score through the ENTREPRENEUR category? YES!
But as I always say, for the over 60 immigration programs in Canada, there are 3 boxes to always check.

The business/entrepreneur programs are for applicants who are interested in setting up businesses in Canada. This then makes it possible for them to be permanent residents.There are, however, other requirements to be met, I'll highlight the programs & provide links to read more.
At the Federal level, Start-up Visa is the business immigration program,Language test requirement for this is CLB 5, but you must have an innovative business idea & get (financial) support for your idea from one of the designated organizations

Fun fact: If you are able to get the support of any of the designated organization for your business idea & meet other requirements, you will be eligible for a temp work permit to come to Canada and start your business (as your permanent residence application is being processed).

At the Provincial level, each province has its requirements:
British Columbia Entrepreneur Program:
- A personal net worth of at least $600,000
- Personal investment of at least $200,000
- 3 years of business ownership experience
- No IELTS

Manitoba Entrepreneur Pathway:
- Personal investment of at least $250,000 in the Manitoba Capital Region (MCR) or $150,000 outside the MCR.
- 3 years of business ownership experience
- CLB 5 IELTS (or another language test).

New Brunswick Entrepreneurial Stream:
- Eligible business investment of not less than CAD $250,000 before tax
- Minimum CLB 5 IELTS (or another language test).

Nova Scotia Entrepreneur Stream
- Have a net worth of at least $600,000
- Be able to invest at least $150,000 CAD of your own money to establish a business in Nova Scotia
- CLB 5 language test
- 3 years of business management/ownership experience

- A minimum net worth of $800,000 & personal investment of $600,000 within the Greater Toronto Area (GTA)
- A minimum net worth of $400,000 CAD & personal investment of $200,000 outside GTA.

Saskatchewan Entrepreneur Category:
- Have $500,000 minimum in Net Business and Personal Assets;
- Invest a minimum of $300,000 (CAD) in Regina/Saskatoon, or $200,000 in other Saskatchewan communities.
- Language test (Only if applicable).

- Personal net worth of $500,000 CDN & investment of $300,000 within Yellowknife, or
- Personal net worth of $250,000 CDN & investment of $150,000 outside Yellowknife
- Faith deposit of $75,000

- Show how you will invest at least $300,000 in capital investments

- Minimum investment of $300,000 inside Montréal metropolitan area or $200,000 outside.

Alberta accepts applications through Federal Start-up visa program.Nunavut and Newfoundland & Labrador have no entrepreneur program.
